TRF has also been designated as the financial intermediary for the Baltimore Integration Partnership. The Partnership is a collaborative effort by the city and state governments, philanthropic organizations, private institutions, and nonprofits to repair Baltimore’s distressed neighborhoods. The Partnership coalesced in October 2010, when Baltimore was chosen by the Living Cities Integration Initiative as one of five major cities to participate in its three-year effort to address urban issues. Utilizing up to $19 million in grants, loans, and investments, the Partnership specifically focuses on job creation and neighborhood improvement in Central, East and West Baltimore.

As the financial intermediary, TRF facilitates investments that advance the Partnership’s goals. Other members of the Partnership include the Baltimore Area Grantmakers, Associated Black Charities, Baltimore City, the Baltimore Workforce Funders Collaborative, the Annie E. Casey Foundation, the Central Baltimore Partnership, East Baltimore Development, Inc., the Goldseker Foundation, the Job Opportunities Task Force, Johns Hopkins University and the State of Maryland.

TRF Development Partners, a partnership of TRF and BUILD (Baltimoreans United in Leadership Development, a local affiliate of TRF’s partner the Industrial Areas Foundation, was created to acquire and develop land and buildings for affordable housing in distressed areas within TRF’s footprint.  In Baltimore, TRF DP has investors that include the Archdiocese of Baltimore, the Annie E. Casey Foundation, Charlesmead Foundation, Jewish Funds for Justice, Johns Hopkins University, Rouse Company Foundation, M&T Bank, and. T. Rowe Price Foundation. Examples of TRF DP’s real estate ventures:

  • City Arts - a 69-unit apartment building with new townhomes slated to break ground soon
