Access to quality and affordable homes is critical to building sustainable, healthy communities. Since 1985, TRF has focused on financing housing development and rehabilitation, creating opportunities for individuals and transforming neighborhoods.

From Rundown to Boomtown


TRF’s depth of experience in housing finance is grounded in our strong financing skills and our innovative use of data. This unique combination positions us to help our customers understand the dynamics of a neighborhood’s real estate market, while providing access to capital and resources that can see their project to fruition.

TRF also manages for the State of New Jersey, a $10 million predevelopment loan and acquisition fund for nonprofit developers, NJ-PLAN. NJ-PLAN is designed to foster neighborhood revitalization, create and preserve affordable housing, and help nonprofit developers undertake projects of scale that will have a maximum impact on their communities. The fund provides low-cost, early stage funding that enables nonprofit developers to undertake the frequently long and difficult process of planning and implementing an affordable housing development.

Eligible Customers

TRF finances projects that create, renovate or preserve housing, including projects that will:

  • Be affordable to low-income people and special needs populations
  • Be affordable to moderate- and middle-income people in specific areas where sales prices and rents are out of reach for this population
  • Improve or strengthen distressed areas with high potential for market recovery

Financing Products

The housing products TRF offers include:

  • predevelopment loans
  • acquisition loans
  • construction loans, including revolving construction loans and lines of credit
  • medium and long-term financing for rental developments
  • bridge loans against subsidy payments and low-income tax credit investor equity payments.
  • NJ-PLAN

TRF does not finance loans for a primary residence.
