MVA is a Geographic Information Systems application that provides an innovative framework for identifying market conditions and tracking development changes over time. The MVA identifies inflexion points in the market that will maximize long term change. The MVA tool combined with TRF’s experience working in targeted areas helps us understand two critical aspects of change for distressed places: how best to sequence development in distinct market contexts and the minimum level of market investment needed to effect self-sustaining change.
